The service pages below describe the work. ## What Is Different About a Tribal Estate ### Sovereignty Over Data and Systems Where records live, who holds administrative credentials, whose law governs a dispute and what happens to data when an agreement ends are decisions for the nation, not defaults an integrator arrives with. Those answers drive the design: on premises or hosted, which region a tenant sits in, who holds the keys, and how outside access is logged. ### One Estate, Several Different Operations Government administration, a health program, schools, housing, public safety and a gaming or hospitality enterprise can sit behind one network and one small IT department. Each carries its own rules, its own hours and its own tolerance for an outage. Deciding what to standardize and what has to stay separated is most of the design work. ### Funding That Does Not Follow a Commercial Year Money for one project can arrive from general funds, enterprise revenue and federal awards, each with its own period of performance and reporting. Tribal governments are non-Federal entities under the federal grant rules, so the paperwork is real. We scope grant-funded work to be separable, deliverable inside its funded window, and documented for an audit. ### Distance, Carriers and Sites With Nobody On Them Sites can be an hour apart on roads that close, with one carrier serving the area and circuit lead times measured in months. A clinic, a school or a utility building may have nobody technical on site at all. What is available on the ground shapes the design more than the equipment choice does. ### Rules That Meet on the Same System Federal award conditions, tribal law and the nation's own policy can land on the same network as health privacy, student record and gaming rules. The minimum internal control standards for Class II gaming include a section on information technology, and the tribal gaming regulatory authority sets standards that meet or exceed them. Segmentation and access control keep them apart. ### Services With No Alternative Nearby For many communities the tribal clinic, the school, the dispatch center and the utility office are the only ones within reach. When a system is unavailable there is no other provider a short drive away. Approval calendars, funding with different rules attached, distance and a thin bench usually are, more than one at a time, and a proposal has to respect that. - **Funding arrives from more than one place:** General funds, enterprise revenue and federal awards can pay for parts of the same project, and the cost allocation has to be clean enough for an auditor to follow. A non-Federal entity that expends one million dollars or more in federal awards in a fiscal year must have a single or program-specific audit. - **Approvals sit on a meeting calendar:** Council, board and program approvals land on dates that do not move for a project schedule. Work that can be staged so each stage carries its own approval and its own funding line is often the only version that gets built. - **Contracting runs under the nation's own code:** Vendor registration, dispute jurisdiction and hiring requirements are set by the nation. Many nations operate a tribal employment rights office, and contractors are commonly required to register, submit a compliance plan and give hiring preference to qualified tribal members before work begins. We ask for those requirements at scoping. - **A small team covering very different systems:** One department may support administration, a clinical environment, a school network and a commercial enterprise, with few people specialized in any of them.
