## Technology in a Public Agency

Trybus Solutions works with state agencies, counties, cities and towns, public safety agencies and utility districts on the technology underneath public services. Something has usually already happened by the time we are called. A platform is coming up on end of support. A grant has been awarded with a period of performance attached. An audit or an insurance renewal has produced findings with dates on them. Or a phone system old enough to predate the current emergency calling rules has become somebody's problem.

Most of our public sector clients have their own IT team, and in a smaller jurisdiction that team may be two people covering everything. We are there for the parts that need people who have worked inside a public agency before, and who treat the purchase order as part of the project. ## What Is Different About the Public Sector

### Buying Happens in Public

Depending on the amount and the jurisdiction, the route to a purchase is an informal quote, a sealed bid, a request for proposals, a cooperative contract somebody else already competed, or a documented sole-source justification. The scope of work becomes the contract, so it has to be right before it is published. Our procurement can work inside your purchasing system.

### Emergency Calling Is an Obligation

Federal rules require a multi-line telephone system to allow 911 to be dialed without a prefix, to notify somebody on site when a call is placed, and to convey a location precise enough to find the caller inside the building. In a courthouse or a public works garage that means room-level data and not one street address.

### Everything Is a Record

A message in a chat channel, a voicemail, a meeting recording and a recorded call on a service line are public records in most states, and a request for them can arrive years later. Retention comes from a records schedule that rarely matches a platform default, so export, legal hold and search belong in the design.

### Services Nobody Can Get Elsewhere

A resident cannot take a permit application, a utility bill or a 911 call to a competitor. That changes the resilience conversation, because the fallback has to be something counter staff and dispatchers can run during an outage and have practiced. We ask what the counter does while the system is down, and who decides to invoke it.

### Money Arrives on Its Own Calendar

Public budgets do not follow a commercial year. Many jurisdictions appropriate one year at a time and lapse whatever is not spent. Capital and operating money are approved by separate votes, and grant funding adds a second clock with its own period of performance. A project staged across two budget years is often the only version funded.

### Buildings of Every Age at Once

One estate can run from a courthouse built a century ago, to a treatment plant with its own control network, to a fire station, a vehicle garage and a remote pump site on one thin circuit. Older buildings frequently have no usable pathway, and some carry preservation restrictions. We survey them and specify what the design needs before anyone sets a date.

## Technology We Work With

We hold partner relationships across the technology industry, and our engineers also work in platforms we do not sell. A public sector project starts on whatever is already installed, whoever supplied it, and often on equipment bought under a contract that has since expired.

## What Constrains a Public Sector IT Team

Public sector IT departments usually know what needs doing. What they do not control is the calendar it has to happen on, and a proposal that ignores that gets deferred rather than declined.

- **Decisions are made on the record:** A purchase above a threshold goes to a council, commission or board on a published agenda, with the packet available to anyone who asks. That sets the pace of the project, and the reasoning behind a recommendation has to survive being read by people who are not engineers.
- **Compliance arrives from several directions at once:** A police department answers to the CJIS Security Policy, which requires multi-factor authentication, audit logging and review, encryption and personnel screening for anyone who can reach criminal justice information. A water system serving more than 3,300 people carries risk and resilience assessment duties under America's Water Infrastructure Act that reach its control and electronic systems.
- **Public-facing systems have an accessibility deadline:** The Department of Justice rule on web content and mobile applications requires conformance with WCAG 2.1 Level AA. After an extension published in April 2026, the compliance dates are April 26, 2027 for public entities serving 50,000 or more people and April 26, 2028 for smaller entities and special districts.
- **Hiring against a published pay scale:** Salary bands are public and slow to move, and the specialist skills a modernization needs are the ones the commercial market pays most for. Work that needs four specialists for a month and none afterward is what a public payroll cannot justify.
- **Systems that cannot simply be retired:** Tax, permitting, court, utility billing and dispatch systems are often decades old and sometimes carry a statutory function, so replacing one becomes a policy exercise before it is a technical one. The network and identity underneath them still have to be modernized.
